I have been attempting to run a thorough scandisk on a Dell Dimension 4100 and the procedure is repeatedly restarting. I have gotten around this problem once before by starting in safe mode and closing all programs other than Explorer and Systray and was able to run scandisk and defrag. I am experiencing frequent system hang ups and shutdown issues which seem to improve after defrag.

Windows ME version is 4.90.3000. Windows does start up normally without any problems. I have also run spybot search and destroy, Ad Aware and Norton 2005. Norton found nothing and the others found a few problems and fixed them.

Is there any other way around this other than reinstalling windows?

It's unusual for any operating system to start without problems in "normal" mode but not in "safe mode". In a few cases I have seen this caused by video driver problems in other operating systems.

Since you can start in normal mode, why not post a HijackThis Scanlog so we can see what is running and perhaps offer some suggestions on the hangs and shutdown problems.

Download and install HijackThis using the "self extractor". Run it and select "do a system scan and save the log file". Then copy/paste the contents of the log to a reply

By the way you can also try doing a "clean boot" and running those programs:
