Can any one help me with this problem?

Every time when I run the windows update program, I can not get any listed softwares updated though it show me software information which could be updated. It shown me a Error code: 80246008. Following this code, I found the related information in the "windows Help and Support". There, I open the "Administrative Tools" and click the "Servieces", where I need to find the "Background Intelligent Transfer Service (BITS)" and moify its property. But from my computer I can not find the corresponding item. What is wrong? I contact the Microsoft Technical Group for help, and they provided me several solution plan. But finally all of those did not work for my computer. Till now I just update my computer by manual download. It is too annoying.

In addition, I use the vista operating system.

I will be very gratefull if someone help me on this matter.
