I've tried downloading a few programs, but they all seem to end with the same result. Once I try to open up the program using the shortcut, it says the item has been moved or changed so the shortcut will no longer work properly. I try opening it manually without using a shortcut, but I can't find it anywhere. The folder where it should have the software is empty.

I'm starting to get impatient, I've tried solving this problem on my own for a day and a half, and I'm going nowhere. Is it a problem with my Windows Installer?
Also, this problem only occured to me about a day or two ago.

The problem with that is that the System Restore only goes as far back as when I installed QuickTime, and that was when the problem occured to me.

Have you check that any of your protection programs are not blocking them....and that your Security in Explorer is not set too high.......you can try starting in SafeMode with Networking as a test and see if you can download something.

How to Start in Safemode with Networking

    1. Restart your computer.
    2. Before the windows logo you should gently tap the F8 key repeatedly until you are presented with a Windows XP Advanced Options menu.
    3. Select the option for Safe Mode with Networking using the arrow keys.
    4. Then press enter on your keyboard to boot into Safe Mode.
    5. Do whatever tasks you require and when you are done reboot to boot back into normal mode..

It works! Thank you! But how do I fix the security or the programs that happens to be blocking them so that it works in normal mode?

Norton Anti Virus. I ran a full system scan yesterday and it only found a Tracking Cookie. Should I run another?

I would suspect Norton....see if you can get into setting of Norton and see if you can adjust anything to do with the Internet.

I went into the Internet Settings (I'm not actually sure if this is what you meant, but...) and I found Browser Protection, Email Scan, IM scan, Intrusion Prevention Scan, Intrusion Exclusions, Intrusion Autoblock, and Notification Alerts.

Do these having anything to do with my problem? I'll try and look for more things with the Internet relation.

Try and lower the setting somewhere....I don't know where as I can not stand Norton myself

You could also post your HijackThis log and see if anything shows up in that....is there anyway to disable Norton?

    Download HijackThis to your desktop
    • Double click on HJTSetup.exe on your Desktop
    • Click Run and Install
    • It will install to Program files by default
    • it will launch Hijack This
    • Click on "scan system and save a logfile" usually in notepad
    • Copy and Paste the logfile in your next post
    • Using Ctrl+A to copy All and Ctrl+C to copy and Ctrl+V to paste.

I could uninstall Norton but I don't think that's a good thing to do because my computer doesn't have any other anti virus or spyware programs.
