Some programs switched to russian ?!?

I recently noticed a huge jump in russian based spam. I don't know if this has anything to do with my problem. I don't think I opened any of it but it could have been an accident. The main problem is that Ahead's Nero Burning rom now starts in Russian! I uninstalled it and tried to install a clean copy, which I know is good but the installation starts in Russian too!!!

All other programs seem to be running ok for now.

Any ideas?

no, I turned the russian keyboard on about a month ago. but i turned it off couple of days later so now I only have english. That was for the keyboard only. It didn't change the programs at all. This is something else.
