Some USB-connected devices don't show up as drives

I have Vista Home Premium SP1.

When I connect some devices like an iPhone or a Digital Camera, it doesn't show up as a drive in Explorer.

When I open Device Management, the errant device appears under "Portable Devices", with an error icon, and shows the following message in its properties:

"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"

Other devices like an external hard disk don't show any errors and also show up as drive letters.

Can anyone help?
