Spyware on Hardrive, remote controlling of laptop PC

I would like to know ho wot remove spyware from laptop and I would also like to know how to go about removing the network infrastructure that is remotely monitoring my laptop. I have a Microsoft Surface Laptop 3, bought in September, and I have slowly seen it disintegrate.
