Stalled download/uploads with cable Internet?

    I have recently switched to cable Internet and I am having major problems with pages stalling when trying to download and/or upload. I cannot watcha youtibe video at all without the page stalling out after a few seconds. I didn't have these problems with Bellsouth DSL.

    I tried to do a ping test on a couple different sites, but most times they stall before completing the test. A lot of times I have to click the button again or hit refresh in order to make the page load. My laptop is an Acer, running Windows XP. ISP is Time Warner Cable. Any advice on what could be causing this?
