After booting, it takes a long time for applications in the Start up to load; I cannot access the Start button (there is no response)

where should I begin to trouble shoot ?

The Server service hung on starting.

The Computer Browser service depends on the Workstation service which failed to start because of the following error:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

it seems that Services are not the culprits; After booting, a C:\Documents and Settings ..... windows is displayed and it takes a while before I can access any application

Sometimes a simple defrag will speed up things.

Alternatively, you might want to trim down what auto-starts after login. Run 'msconfig' and go to the startups tab. Many things can be unchecked, except for your antivirus and firewall.

is there an application that displays what is running after Windows boot up ? I still cannot find why Documents and Settings is being displayed after booting; I am not sure whether this is related to a undeletable file in the Recycle Bin

The 'msconfig' program displays what programs start after boot.

Did you have the Documents and Settings folder open in Explorer when you shutdown ? There is a setting which tells Windows to remember which folder is open and re-open that when starting up.

You can't ride the horse while it's eatin'. :D The Windows OS is so demanding of updates and new virus/malware signatures that it has little time left for the user. :(
