There are all manner of guides available on YouTube some are good, some are simply completely wrong in their guidance.
The reason I asked is - so that I could see what you did
Please explain the procedure you followed - so that I may have some idea where to start.

Did the laptop come with windows 10 installed or was it upgraded to 10 and if so from what please.

Post the full model of the Toshiba laptop please and serial number

Then I reset due to me selling. But it wouldn’t go through as there was a problem with windows 10 reset etc
After I looked around for how to reset computer it said slmthing about power off then power on then hold these keys and i must of read it wrong but I missed stuff in the video ( still can’t remeber )

Follow the procedure here to see if you can access boot options, or the BIOS
    https://support.toshiba.com/support/viewContentDetail?soid=627009

If you are able to get to the boot options check that the computer is booting from the hard drive
You need to press the mentioned keys either immediately on power on - OR on the logo as mentioned

If checking the boot order shows that it is the hard drive and that does not help.
Power off. disconnect power lead, take out battery
Hold down power button for full 20 seconds and then reconnect mains power and battery and try again.

If that gets you no further but you CAN get to boot options then make this DVD or USB
Boot the computer with a Windows 10 DVD or USB made from here
    https://www.microsoft.com/en-gb/software-download/windows10

following the procedure under the heading
Using the tool to create installation media
Obviously you will have to make it on another computer

CAUTION you must make the DVD or USB for the Windows 10 Bit version and language you had installed.

Boot from that media and make a clean install of windows following this procedure. The Windows will activate automatically from the Microsoft activation servers, using the recorded activation details from the previous installation.

Here is how to make a clean install of 10
    https://www.tenforums.com/tutorials/1950-clean-install-windows-10-a.html
You will be using the procedure on section 12, although you need to read the guide sections at the start of the link data.
That presumes your firmware is the traditional BIOS and not UEFI
I suspect it is as your computer came with Windows 7.

However you did not supply the serial number as requested so that is not absolutely certain, but I doubt it is UEFI firmware
