I have a toshiba laptop that the other day started to flash different file paths on start up then it gets stuck on a screen with ' !! 0xc0190036 !! 607/59146 (wsdmon.dll). Does anyone know how to fix this issue.

Can you explain what you mean by "flash different file paths on start up"?
Are you getting the wsdmon.dll error when logged into Windows or before?

The wsdmon.dll file is the Printer Port Monitor File, but could also be spyware disguising itself while compromising your system. What is the make and model of your laptop?

It goes through a list of different file paths then the previous mentioned message stays up. It will not boot windows up, it starts to boot up the a black screen appears and it goes through file paths rapidly before it just sits on the one I stated in the first post.
