Startup Problems

I am having a problem accessing startup (msconfig). I am running Windows XP Home SP2.
I had this problem once before in the past and I reinstalled Windows to fix the problem. Is there any other way to fix this without having to reinstall Windows again?
Error Message: Windows cannot find 'msconfig'.

If msconfig.exe in C:\WINDOWS\pchealth\helpctr\binaries has been deleted, modified, or renamed, you can copy the file from C:\WINDOWS\system32\dllcache (assuming that one isn't hosed too).

Thank You very much. This resolved my problem with my startup problem. Also I was wondering how I can recover my Help and Support feature. Any suggestions would be greatly appreciated.
