startup program folder empty--downloadable solution?

I use windows XP home edition, and on the program menu the startup program folder is empty --Windows XP says its necessary to run the OS--.
I just wanted to know, is this folder supposed to be empty? Because I have been getting the old "Windows Explorer has encountered a critical error and must shut down" error message a bit more often than normal, and I'm thinking that may have something to do with it.

So if there is supposed to be something inside the startup folder, is there anywhere I can download and reinstall the feature?

The startup folder is empty unless you have installed programs
that start with windows.
Really need to post the error.
