Mate wants an internet account with a static IP address to point to his own computer running his website. I think he has a server running Win2003 and IIS and wants the site viewable (kind of like what I have in work, but I didn't set it all up). Any recommendations for the account? And does there need to be anything in between the box running the web server and the phone line? (I presume he has broadband).

Hmm...running your own website from home. Well I'm pretty sure you can do it with any broadband ISP, BUT, it's not always "legal" to the ISP. In other words, it may violate the ISP's ToS or AUP. Always check with the ISP first.

He'd either have to pay extra for a static ip (if not included with his broadband account which I'm assuming is not, per your post), or you can use a service like http://dyndns.dk/ it's free. I've used it, works well, I don't recommend it with dialup though (disconnects, upload time, etc).
