I just installed the sims (I have windows XP) and whenever I try to play it, it is staticky towards the bottom quarter of the screen. It also does this for the 3D Windows XP Screen Saver I downloaded from the microsoft website. Anyone else ever had this problem? Anybody know what it might be?

Have you installed the latest drivers for your video card? Or are you just using XP's default drivers....

More than likely you need the up-the-date video drivers...
