Hi.

What is the best way to stop a user from downloading things from the Internet?

probably, restricting the sites they can open is a good option. the same old school system... remember?? ;)

Unfortnuately this is not an option . . . As they need to be able to access a wide range of sites, just not able to download from them to the HDD

Limited user account can download but not install.

A web browser, by definition, downloads as it displays information. That's why you have temporary internet files.
