Stranger popups on password pages

    I've got an interesting one. Whenever I'm on a page where a username and password has to be entered, i.e., bank site, etc., I get a pop up underneath current page that starts as a "login" then switches to smiley emoticons or some other such page. It appears it's trying to follow my login information. I've ccleaner'ed and spybotted but I can't seem to find anything to account for this. My pop up blocker is on to high and I have pop up blocker on a google toolbar. Any information would be greatly appreciated.
