Streamed videos pausing when fully downloaded

    Hey, I actually had this problem a while ago on my old computer, but it ust went away after a while.... It hasn't on this one.

    Basically, whenever I'm attempting to stream a video file on youtube etc, the movie will make it several seconds, sometimes up to a minute, then pause.

    THIS IS NOT buffering, or waiting for the required data to download.
    The video will not resume after a period of time. In fact, to get it to play again, I have to use the tracking bar to select another point of the video to play, whereupon it will play for another brief period of time, and stop again.
    It seems to stop at the same places when I try to view that part of the movie again...

    Restarting the computer fixes it for about an hour.

    I've tried clearing cache, defaulting browser, disabling any third party software etc.

    Any ideas? I'd be very appreciative if someone could fix this.
