Stuck at Keyboard Layout Screen - USB not responding

So I came home to my HP desktop booting only to a Keyboard Layout Screen.
The mouse and keyboard are unresponsive and have no lights on like typical.

From the research I have gathered, it appears to be an issue with the USB driver and Windows 10, which I upgraded via download from Windows 7. I dont have access to download the Windows 10 on a thumb drive and try to boot that way. Is there anything else I can do?

You might be able to hold one of the various f keys and access some recovery options. So when you turn the computer on, hold the f1 key and see if a menu appears. If not, restart your computer and move to f2, f3, etc. You can also try the Enter ey and Esc key as well.

If you provide the exact model of your HP, it will be helpful.
