Stupid question about background colors? Help educate me!

I feel like this is such an ignorant question, so please bare with me!

I have been seeing this poping up more and more. Backgrounds that almost look like moving flash files? example:

www.jamesrice.net

When I view source, it's just a hex code: 2C4254 to be exact.

Can someone explain this to me?
How do you find codes for other colors?
I feel so lost, and I know I shouldn't. Educate me!

Hmm... I don't see any flashing flash files. It seems like they are redesigning the site. :)

I don't have any other sites off hand.

I have begun to think I am just losing my mind, haha.

Perhaps it just has to do with my screen resolution? or my monitor? When viewed on my computer, it has diagonal lines (that seem to be a light gray) that are moving horizontally across the screen. When viewed on a different monitor in the house, it is just a solid blue color. It drives me insane.

I have just decided that it is (of course) just a normal color hex and I drive myself crazy to keep myself busy. haha.

See, thats the thing, it is a new monitor. Haha. Well, a new computer. It's a Compaq laptop with a high def screen. Maybe that is part of the reason.
