Stuttering/Choppiness on Desktop & in Games after new parts

Hello! I appreciate any assistance in advance.

[1] Problem:

I notice a stutter or choppiness that occurs when dragging programs across my screen. It "feels" like what I can best describe as a frame rate drop in a video game. This also occurs while playing video games. However, the frames per second shown in game are shown as not being affected.

[2] When:

Begins after random amounts of time; While on the desktop running programs like Chrome, Skype, & VLC...or running nothing. As well as when I play games. The problem does not always occur and usually straightens itself out once I restart. After a random amount of time, it will start again.

[3] Other:

(a) Disabling "Aero" theme on Windows 7 while the problem is occurring makes the stutter/choppiness less extreme, but it does not completely go away.

(b) While occurring, no pattern or abnormal CPU Usage showing from task manager.

(c) While issue is not occurring, Task Manager - Memory shows ~3GB used. No change while problem is occurring.

(d) Sometimes I can go an entire day without an issue, sometimes it begins occurring minutes after turning the computer on.

[4] What I've tried:

(a) Formatting & Reinstalling Windows.

(b) Both Updating and not Updating Windows after Format and Reinstall.

(c) Using the video driver that came with the video card and not updating to the latest.

(d) Updating to the latest video driver.

(e) Setting the "Vertical Sync" in Nvidia Control Panel to "Use global setting (on)".

(f) In Power Option --> PCI Express --> Link State Power Management --> Setting: "Off".
