Suddenly no permission to open .torrent files suspect malware

I have been using .torrents for years with no problems. Last week something happened that has removed my rights to run, download, or take ownership of .torrent files. Downloads get instantly 'interrupted' but I can download any other file type. Trying to open a .torrent gets me a standard Windows "no rights to open this file" dialog popup.
I am local administrator on my pc and still cannot take ownership of .torrents and current owner cannot be displayed.

One other symptom is, I tried to do System Restore which I always have enabled and do regular new roll back points, when I went there it was disabled and all roll back filed gone.

I have used malware bytes, cc cleaner, superantispyware, and adaware to try to get rid of this but they find nothing but tracking cookies. Something came into my pc and removed or blocked rights to open or download .torrents

Any help would be appreciated.
