If I'm running a laptop from its external PSU, rather than on battery, is there any merit in using a surge protector on the 230V supply to the PSU?

I know that, if there was a big surge on the mains supply, then it could perhaps damage the PSU, but would it have any effect down the low-voltage cable to the laptop itself?

Possibly yes. If the surge or lightning hit was bad enough it could be transferred to the laptop. That said most people don't use one with their laptop.

If you're in the UK power surges are very rare.
