Sysprep not working correctly

I created the following answer file to be used by sysprep for windows 2000 machines.

OrgName="Pharmaceuticals"
ComputerName=

[TapiLocation]
CountryCode=1

[SetupMgr]
DistFolder=C:\sysprep\i386
DistShare=windist

[Identification]
JoinWorkgroup=WORKGROUPNAME

[Networking]
InstallDefaultComponents=Yes

(I changed a few answers for security reasons)

The answer file is supposed to give all setup info except computer name, we want to enter this by hand.
When I run sysprep the installation keeps promting for the product key that is already in the answer file.

I have tried removing the quotes, the dashes and spaces, with no success.

Can anyone help me here?

I honestly cannot figure out what I am doing wrong.
