System Idle Process at 98 percent CPU

    After my computer finishes the boot process, I start Windows task manager and click on the processes tab. I scroll the listing and at the end I find "System Idle Process is cycling CPU usage at 25,44, and 98 percent within an approximate four second sequence. I do this because I normaly boot and try to run Outlook Express to no avail and I am trying to find out the problem. When I try to open Outlook Express I always get the following dialog. "Outlook Express could not be started because another instance of it is still running on your computer. Please log off of windows and then restart Outlook Express. If the problem persists, save your work and then restart your computer." I go to start and click on Log Off. I wait two minutes and try to start Outlook Express. I get the message the application failed to initialize as the workstation is shutting down! I try to restart the computer but it won't restart or even shut down. Any application I then try to start results in the message "the application failed to initialize as the workstation is shutting down!" I have to Power off the computer.:( All thoughts appreciated.

    System Idle Process should normally be high -- the higher the better.

    What might be significant is any OTHER processes which remain consistently high.

    How long has this problem existed? You might want to try a "system restore". These can be "undone" if not helpful.

    Is Outlook Express the only program you are having a problem with?

    If you create or log into another User Account and run it from that -- do you have the same problem?

    Download and install HijackThis using the "self extractor". Run it and select "do a system scan and save the log file". Then copy/paste the contents of the log to a reply

    Hello and thank you for your attention to my computer problems. These this problems have existed for about a month now. System restor has not helped. Just about any program I try to run gives the same symptems. Either it runs slow and jerky, or it locks up the computer. It doesn't allow me to create or log into another User Account. The only way that I can use the computer is to run it in safe mode which seems to run fine! I will try to run the hijak now and connect it's log.

    Try using a "clean boot" techique of troubleshooting to isolate the problem:

    CLEAN BOOT TROUBLESHOOTING technique XP

    First, restart in Safe Mode (tap the f8 key promptly on startup and choose the Safe Mode option from the boot menu).

    In Safe Mode –

    Run msconfig and select the "Services" tab. Check "Hide Microsoft Services" and then disable the rest. Also uncheck "load startup group" on the general page.

    Now restart and test the issue at hand

    If no problems, run msconfig and recheck half the disabled items on the Services tab. Test again. If the problem recurs, UNcheck half the items you just checked to narrow down the culprit.

    If the problem didn't occur, check the other half, so all the Services are enabled -- proceed to do this on the startup tab as well.

    Get the idea? You want to isolate the problem to a specific startup if possible.

    Note: if you already have items unchecked under msconfig > startups and are in “selective” startup mode – you should note what these are before beginning. They will need to be de-selected again.

    Hello again. I was waiting for email notification and had not received any so I logged on and found your help sugestions above. The Clean boot allows the computer to run well, so I am now going through the procedure to find the trouble maker. Just before finding your post, I had booted the computer which came to the desktop but seemed to be locked up. The clock was frozen to the boot completion time. I next tried the task manager to no avail. I had to help my wife on her computer and was going back and forth in the room when I saw the problem (sick computer) pop up the task manager this was 90minutes after I had asked for it! Scrolling the selections was like cold molasses. I found that the CHServices.exe was at 99% CPU. Does that give a clue to anything? Again, thanks for your kind attention.

    That is a component of this software which you have running at startup. Obviously it is very resource hungry or is not installed correctly:

    Hello again. Sorry for the delay. I should have known that the Cyberhawk program was a problem. I have now uninstalled it and redownloaded it and reinstalled it three times, and each time it has been what slows the computer to a standstill. Thank you for all your assistance and time spent. It has been greatly appreciated.
