system idle process problem

Lately my taskbar freezes frequently and i cannot use uit for about 15 minutes and today i opened the windows task manager and proceded to the tab process and on the bottem there was a process named "system idle process" taking up 97 cpu. Is there anything i can do about this because im thinking that process taking up lots of cpu is the cause of my taskbar freezing. pplease reply with any tips or answers.
also, when i try to end the process a window comes up and says "the operation could not be completed The operation is not valid for this process"

As said, System Idle Process is a completely normal and necessary function, and it can't be shut down.

System Idle Process - You cannot end this process from Task Manager.

* This process is a single thread running on each processor, which has the sole task of accounting for processor time when the system isn't processing other threads. In Task Manager, expect this process to account for the majority of processor time.
