For about a year now, I have been experiencing extreme performance drops throughout my gaming experience due to a "process" called system interrupts. Because of this, I'm pretty well caught up with what it is and the suggested actions, but I'm nervous to mess with anything without some professional help. If anyone can help walk me through how I can resolve this issue, that'd be greatly appreciated.

So why do you suspect your performance problem is due to system interrupts? System iterrupts are just as simple of you pressing a keystroke in a windows and letting the PC notify the cpu that a key is waiting to be processed.

If you are referring to IRQs, modern operating systems allocate IRQs on a dynamic basis. You have to go all the way back to XP or Win2k in order to find problems with allocating IRQs.

Since you are posting in a hardware forum, it would REALLY help if you posted ALL of your exact system specs; ie exact motherboard, exact processor, etc, etc. This utility will help with most [however not all] specs. Run it and post the output here along with the exact pw supply you are running.
