tcp error message

    I am trying to get on a website www.hr.dla.mil I keep getting the message "Network Error (tcp_error) A communication error occurred: The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time." Other people I have talked with are having no problems accessing this website. I have contacted tech support at our provider CenturyLink and they say the problem is with the website which is blocking me. The webmaster for the site, however, says there is no problem and the site is up and available for access. I use IE8 and Windows XP. Thanks

    Try refreshing your DNS resolver cache by following these steps:

    Click on Start > Run > type CMD

    In the Command Prompt, type: ipconfig /flushdns


    If no luck

    TCP/IP stack repair options for use with Windows XP with SP2 or SP3.

    Click Start > Run > type CMD

    In the Command Prompt, type in the bolded text, one command after the other, pressing Enter between each of them:

    Reset WINSOCK entries to installation defaults: netsh winsock reset catalog

    Reset TCP/IP stack to installation defaults: netsh int ip reset reset.log

    Reboot the machine.
