Temp Folder Riddle

This is probably easy, but I'm confused. When I use Disk Cleanup (98SE), it will show nothing in the "Temporary Files", yet if I check the Temp folder under Windows in the directory there's plenty of stuff there. What's up with that?

I'm thinking since Disk Cleanup apparently doesn't touch that folder. should I leave those files in the Windows Temp folder alone? Can these files be safely deleted?

Thanks for any insight.

Yes they can. Preferably the next day after startup.
That way no files will be in use.
It's just temporary junk.

Windows leaves hidden tempfiles alone, and I think it also ignores some items.

Everything there can, and must occasionally, go.
