temporary internet files

After attempting to delete temporary internet files, all the icons on my desktop disappeared and i couldnt get anything to run so i rebooted, now after logging in explorer has an error and i cant do anything. what can i do?

I went to control settings, Internet, delete temporary internet files.

the error message says explorer caused an invalid page fault, these are the "details"

i was able to run scanreg \restore in DOS, so I can login to windows again, but after logging in I get 2 errors: 1- "Unhandled exception" Unhandled Exception: c00000005 At Address: 100016b8"

and an error in a program called "Pgmonitr"

in addition to these things the internet no longer works, I use a wireless adapter and the "green light" says i have a connection but when i click on IE it doesnt work, im not sure if these problems are related... can anyone help?
