time stamp

Has anybody been able to figure out Microsoft's time/date stamping. Many times I have looked at the properties of a file and the modified date is before the creation date. Another thing that I can't figure out is why the access time is the immediate time, I mean the now time, I know I am accessing it right now, I want to know the last time it was accessed. Is there anywhere else in window that does this better than just right clicking on a file and going to properties or did Microsoft fail horribly.
