I cannot automatically set my system time.
I have the correct registry entries, and have also tried various external programs but even though they sense the time sync, they are unable to adjust the clock.

I have admin rights on this PC.

Does it just state that it can't synchronize? If so, just change synchronizing servers. Here are three:

    tick.usno.navy.mil
    tock.usno.navy.mil
    time.nist.gov

It could also be your firewall if you are using one. I had that problem and had to manually open the correct port so Windows could run time sync automatically. In addition to the servers listed by Courtney here is another one. 129.6.15.29
