Is there a program that will not only completely delete currant files but would wipe out previously deleted files?

Empty recycle bin is all that most people would do. Does that help?

    No!

There are programs that will easily be able to read your deleted files because the computer only changes the first letter of the deleted file and until it's overwritten, it's still there.

This question is for someone who wants to give or sell their comp to someone else.

You would probably want to do a low level format. I was unsure of what you were looking for.
