I have a friend who claims that the same file transferred over different computers over the same router went at different speeds. How could this happen? Does computer speed affect transfer speed?

Many things could be happening. The transfer speed is going to depend on the speed of the hard disks, the processor, the network link, and the processes contending for resources on the systems in question. Suffice to say, I can transfer files to various systems here and have widely varying transfer speeds, that's perfectly normal.
