IF you were to pick up an motherboard, i.e. Asus M2A-VM HDMI. Would this have an integrated tv card tuner?

That motherboard doesn't have a TV tuner, and I have never seen any other that does. What you need is an add on card: http://hauppauge.com

Which one depends on whether you have digital or analog cable, whether you want to record TV, and other features. They typicall plug in to a PCI card slot and pipe the video over the PCI bus to whatever graphics card you have (onboard, AGP, or PCIe).

You can do many things with a video capture card [what you are referring to as a TV card]
Watching TV is only one thing; you can also set it to record TV, you can capture video from a camera, VHS machine, etc.
I use mine to record my wife's soap opera, convert vhs tapes to DVDs, edit video footage, etc.

If you buy a card, make sure it has a hardware decoder. Cheap cards use software decoding and will often drop frames, etc.
