Unable to access disc defragmenter

I am running Windows ME with two hard drives, a C drive with 20GB and a D drive with 120GB. When I attempted to defrag the D drive, the response is that the drive is locked by a system utility and the program is unable to open. I have exited/closed all the programs on the system tray bar at the bottom of the screen to no avail. How do I find out which utility/program has the D drive locked?

I have not yet tried to defrag in Safe Mode. That will probably work, however, I really want to know how to figure out what utility has it locked. I really don't want to have to switch to safe mode every time I defrag one of the two hard drives. That will prevent me from having that maintenance task automated. So while Safe Mode is a short term workaround, I don't see it as a long term solution.

Does anyone have any other ideas?
