unable to connect IIS

    I deployed my web application in windows server 2003 and i'm able to browse on the server machine but not from other machine.

    i'm getting an error 10060 connection timed out. some times i'm able to browse from client machine but not always.

    i tried to get solve this issue from microsoft site

    http://support.microsoft.com/kb/811087

    i'm not able solve which is provided by microsoft because i didn't find the path
    "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W3Proxy\Parameters" in the registry.

    Please help me
