What do you mean by "detect"?

How is each PC connected to the network?

    What firewall on each PC?

If I were you I'd try ping by IP address and if that works then ping by name.

Since you have Windows 10 I'd better drop off now, as I am not a Windows 10 user.

Open a (black) Command Prompt window:
Hold the Windows logo key and press r; in the Run box type cmd and click on OK.
(In Windows 10 you may have to use some other procedure to get a Command Prompt window.)

    Type the following command:

    IPCONFIG /ALL

[Note that there is no space between the slash and ALL.]

    [Press ENTER after the command.]

Look at the output to see the IP address of the computer. Let's say it is 192.168.1.101.

Then on the other computer open a Command Prompt window and type the command (but where I used the example IP address use the actual address.

    ping 192.168.1.101

You will probably get 4 replies (success!) or 4 failures of some sort.

Usually because you have the Firewall on the remote computer set to block pings (ICMB echo requests).

May be another Windows 10 "feature." I quit trying to use Windows 10 maybe 3 years ago.
