unable to fully shutdown

    hi, i'm using win2k pro,
    before i have this problem with a program. having hte program running windows will shutdown but has the screen "it is now safe to shutdown your computer" similar to back in win9x days, after shutdown the program before shutdown windows, window shutdown perfectly,
    but now, i get that same error but not with the program
    is there a way to fix this? or know what program is causing it?would internet security have something to do with this?
