    RAM: 4001 Mb
    Graphics Card: Intel(R) HD Graphics 4400, 1776 Mb
    Hard Drives: C: Total - 937921 MB, Free - 882037 MB; D: Total - 15712 MB, Free - 1937 MB;
    Motherboard: Hewlett-Packard, 2AF7
    Antivirus: Trend Micro Internet Security, Updated: Yes, On-Demand Scanner: Enabled

    The 2nd account user cannot sign in to outlook.com. When she attempts to sign in the error message "Something went wrong and we could not sign you in. Please try again later" appears. This only happens while using the 2nd user account and only when using IE11. The outlook.com account is accessible from the main user account and also while using Google Chrome in the 2nd user account. I have run a full scan with Trend Micro Internet Security as well as a separate Mal-ware scan. Both scans indicated that no issues were found.

    Is the same Windows user account being used each time?

    If so, then the "Remember password" just may be set to the 1st users info.

    This could also be a "Cookie" issue.

    This is happening in the second windows user account. I tried deleting cookies and she is still unable to sign into outlook.com. Also, If she signs out of MSN.com and signs back in it does not ask for a password or user name. It just signs in.

    Try resetting the IE options.
    Be in her Windows account.
    Open IE and then Tools, Internet Options.
    Then the Advance tab.
    Near the bottom, click the "Reset" button.
