Unable to use keyboard/mouse after changing power settings

Hello, I am having an issue where I cannot use a keyboard or mouse on my computer. However, if I were to plug in a USB hub for example, it lights up so it is getting power. I’ve tried the keyboard in question on another computer and it is functional, but on my own computer it is not. The keyboard also does not work before windows boots up, so I cannot go into safe mode. This happened after I changed my USB power management settings in device manager by unchecking “ Allow power management of devices”. The mouse doesn’t work either. Any help or advice would be greatly appreciated.
