Hi there..first...here's the info that is suggested to be included in my post..

Tech Support Guy System Info Utility version 1.0.0.2
OS Version: Microsoft Windows 7 Home Premium, Service Pack 1, 64 bit
Processor: AMD A6-3620 APU with Radeon(tm) HD Graphics, AMD64 Family 18 Model 1 Stepping 0
    Processor Count: 4
    RAM: 3540 Mb
Graphics Card: AMD Radeon HD 6530D, 512 Mb
    Hard Drives: C: Total - 936358 MB, Free - 525215 MB; H: Total - 2861585 MB, Free - 1799740 MB;
    Motherboard: Acer, Aspire X3470
Antivirus: Microsoft Security Essentials, Updated and Enabled

Now..onto my problem :) I've had several people try and solve this problem (a couple of them are techies, one works for Microsoft) but to no avail. My computer can ping this site.. www.cservice.undernet.org ...without a problem, 4 packets sent, 4 packets received. What prompted me to try this and to delve deeper with my scans is because, even though my computer can ping the site, my browsers suddenly could not. I discovered a backdoor trojan on my computer and removed it after running several different programs, and doing a recovery format, reinstalling my OS...but still no browser will access that site..I simply get a timed out error. Everything we can think of has been tried...from running more malaware/anti-virus programs to doing a flushdns (a few times). There's a couple things I should mention...no firewall or program is blocking the site that we can find..nor is the modem/router, I have another computer plugged into the same modem/router and I can reach the site fine using it so it's not my ISP either. Another thing we tried, which some found odd was using CyberGhost..a vpn host..and we were able to access the site using any browser I had, but as soon as I removed CyberGhost, access again to the site was reduced to "timed-out". I should also mention that I tried IE, Firefox and Chrome...clean installs set to defaults, after the recovery format and still none will access that site. Any new ideas would be greatly appreciated.

did you do a full re-install back to factory settings - so format the drive and re-install the OS
    OR
did you do a repair installation

when you ping the site - you get an IP address - put that into the browser and see what happens

    check the hosts file
    http://www.howtogeek.com/howto/27350/beginner-geek-how-to-edit-your-hosts-file/

    post an ipconfig /all
lets see what DNS you are using
you could try changing to use google open DNS
also check there is no proxy
    and do a TCP/IP reset

    ------------------------------------------------------------------------
    ipconfig /all

We would like to see the results from an ipconfig /all - post back the results in a reply here.

If you cannot access the internet with this PC, then you will need to paste the results into something like notepad and then copy onto a machine that can access the internet and post the results in a reply here.
Save the file to a USB flash drive or other removable media. Plug it into the working computer with internet access and copy the file and paste here.

If you do not have another PC - do you have a phone connected to the internet - can you photograph the result and post the image in a reply
Note: you will see entries named Tunnel adapter Teredo Tunneling Pseudo-Interface: we dont need to see that information - JUST the information above those entries

    For Windows 8
To open a Cmd Prompt or an Administrator Cmd prompt from the Desktop.
    http://www.bleepingcomputer.com/tutorials/open-an-elevated-command-prompt-in-windows-8/
Use Win + X and choose Command Prompt or Command Prompt (Admin) from the list.

For windows version, XP, Vista, W7
Hold the Windows key and press R

    Now type CMD

Now press Enter to open a command prompt box (A new dialogue box - black with white font, will appear on screen ):

In the command prompt window that opens, type the following command:

Note that there is a space before the /ALL, but there is NOT a space after the / in the following command.

    ipconfig /all > network.txt & network.txt

It will export the results into notepad and then automatically open the notepad and display on your screen.

Now all you need to do is copy and paste those results into a reply here
    to do that:
From the notepad menu - choose Edit - Select all
all the text will now be highlighted
    Next
From the notepad menu - choose Edit - Copy

Now go back to the forum - goto the reply and then right click in the reply box and paste the results.
The results from the notepad should now appear in the forum reply.
    ------------------------------------------------------------------------

    ---------------

    Google public DNS
Note using google public DNS servers from outside the US may actually slow performace - so use the following as a test to identify DNS issues - if these resolve the issues , then we need to investigate further to optimise the use of DNS

    Google public DNS
    https://developers.google.com/speed/public-dns/

Theres also a link on how to setup those DNS IP address up on a PC
    http://code.google.com/speed/public-dns/docs/using.html

Then once you have set up those DNS entries

    Flush & register DNS

Hold the Windows key and press R, then type CMD then press Enter to open a command prompt box (A new dialogue box - black with white font, will appear on screen ):
In the command prompt window that opens, type the following commands:

    Ipconfig/flushdns
    ipconfig/registerdns

    If you receive the message
    The requested operation requires elevation.
Then please open the command prompt as administrator
Start> All Programs> Accessories and then right click on Command Prompt, select "Run as Administrator" to open a command prompt.

    now type the command again

I have found these to be a useful tools to use for DNS testing

    For Windows 8
To open a Cmd Prompt or an Administrator Cmd prompt from the Desktop. Use Win + X and choose Command Prompt or Command Prompt (Admin) from the list.

In the command prompt window that opens, type the following commands:

Note: Type only the text in bold and red for the following commands.

    • Reset WINSOCK entries to installation defaults: netsh winsock reset catalog and press enter
    • Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log and press enter
    • Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log and press enter
    ReStart (reboot) the machine.

    If you receive the message
    The requested operation requires elevation.
Then please open the command prompt as administrator - as requested above
Start> Programs> Accessories> and right click on Command Prompt, select "Run as Administrator" to open a command prompt box (A new dialogue box - black with white font, will appear on screen ):
Please note and post back - if you receive the following message :-

This often occurs with windows 8

please post back the results in a reply here - its important we know that these commands have worked correctly and not produced any errors
right click in the command prompt box
    select all
    enter
control key + C key - to copy
    then reply here and
control key + V to paste

Hello etaf/Wayne..I just printed off your reply and will be trying each and every one of your suggestions and let you know which, if any, work. Before I started though I wanted to let you know that the re-install was a recovery format, full install, drive formatted and back to factory defaults not just a repair install. Anyway..I'm off to try a few of these, I'll report back with the info that is requested.
Thanks very much for your help

After doing all that you suggested...I still can't access that site. Why would I be able to access it using a vpn and not with just a browser that's not using a vpn?
Forgot to mention...all the TCP/IP stack repair replies came back as OK..forgot to copy/paste
