Unresponsive Internet access in Win ME

    I've recently downloaded the most recent profiles and removed all known viruses, spyware, and a lot of start up programs. I also used regcleaner to scrub up directories and profiles. But, I still have trouble connecting to the Internet the first time after I boot. I sometimes have to reconnect 3 times before I receive any data from the ISP.
