Upgrading OptiPlex 745 SFF to eliminate "Chopping"

    Hello to y'all, and NO, I am not from Carolina's, just another Midwesterner!

    Below is what I am getting, replacing my OptiPlex 170L:
    Dell OptiPlex 745 SFF with 275 Watts Power Supply and Windows 7.
    I am good User of PCs, but no more than that.

    What are best CPUs and Video Cards out there to be used in order to watch Live Streaming on espn3.com without "Chopping" Frames?
    I do not need it for "Games".
    I am using IE8, Road Runner, and My Download from the Time Warner Cable is 20 Mbps.
