I have Windows 10. I figured out how to scan a document, I know where the file is, but when I tap on it, how do I get it to move to the website I need to upload it to.?

Depends on the web site. If there is an "upload" option or button on the site click on that to get started.

I am using Microsoft Edge. I see the file, but can't find the right upload or open button.

Microsoft Edge is a browser. See lunarlander's post above.

Uploading a file to a web site is not some universal browser or operating system capability. It all depends on the web site. Most sites are not going to permit any upload. A site like this one or YouTube, for examples, have unique ways to do it. If it is a site that you are developing then whatever tool set you are using will have a method to upload.
