You need the specific driver for the device in question, there is no "generic" USB driver for W98. Tell us more about what device you're trying to use. Oh, and if this isn't W98SE, you will be pretty limited with USB, many devices don't work under plain W98.

The USB mass storage drivers are NOT included with any version of W98.

For your USB FLASH drive, you need to go to the manufacturer's website and download the drivers. Typically, they either come with the device, or they have a web address on the packaging to download the drivers for it. Since you didn't specify a make/model, I can't be more specific.

    edit:
Ok, I may be wrong on a second thought, mass storage driver may be different to standard usb device driver, BUT I know for sure I can use my USB scanner without installing any driver at all on my win98se few years back, never had a USB memory stick back then.

Well, there's nothing "official" about that "generic" W98SE driver, but it might solve the problem. ;) Did you read the description? I especially like the part "Remember! You install it at own risk!". That should tell you how "official" it is. :D
