You appear to have a HP Pavilion Elite e9180f Desktop PC
That model desktop was introduced in May 2009 and sold in the United States and Canada and came with Windows Vista Home Premium Service Pack 1 64-bit.
You said yours is running Windows 7 Home Premium.
Does it have Service Pack 1 installed, and is it the 32-bit or 64-bit version?
What did you do to yours before the mouse and keyboard issue started?
Shut down the desktop computer. Remove the power from it either on the back of the tower or at the wall. Wait at least 30 minutes. Plug in the computer, turn it on and hopefully the USB ports will now work.
See if the keyboard works before Windows loads. Sometimes it does.
Unfortunately, I'm not having luck finding a manual. I can't tell you what key to press to enter the BIOS.
It probably tells you when the computer first boots. Try pressing the key to enter setup and see if you get in.
If you do, check to see that USB is enabled.
No, if you removed the desktop from the power for 30 minutes, that resets the CMOS.
If USB still doesn't work, I suspect that the lightening strike may have damaged something.
To reset the Cmos removing the power isn't enough, you also have to move an on-board jumper or remove the Cmos battery.
