    Welcome, Abbakidd!
I've always heard that a Mac will run circles around Windows.
Having said that, I've only used Windows...
But two of my musician buddies of mine incorporate an Apple/Mac in their endeavors and wouldn't want to be without it in their live performances and home studios.
Now that's just my 2 cents worth.

"budget laptop" and music production don't go together
What you are trying to do is win a formula 1 race driving a 1960's 3 cylinder Trabant. It might eventually finish but the spectators will have gone home 3 weeks ago.

You need a powerful laptop for music or video production. Don't try to skimp on quality or power for that sort of use.
Budget laptops are only for basic use, like general surfing, watching a few online videos on YouTube, a few office docs or general school work.
