User cannot change password

Hi all, here is a good one for you NT gurus out there.
we have been having a few calls about users that can NOT change the network password, they get the error: "Unable to change the password for Microsoft Networking because of the following error: Access has been denied.
I have checked on the Microsoft site and found a couple of articles (Q 128490 & Q 198941) about it but did not resolve this Issue, Does anybody has a clue about this? What is preventing users to change the password?

Maybe a restriction?

Take a look in Regedt32 at the following keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System.

If you find values like NoPwdPage or maybe NoSecCPL there, they could be responsible.

Thanks for your reply.
I did check the PDC and nothing on the registry.
We still can't change passwords, I have done some research but nothing! Any more Ideas?

check in the user account, see if the box for user cannot change password is checked. uncheck that
