This morning I turned on my computer and tried to log in as usual, but I got hit with The user profile service service failed the logon. User profile cannot be loaded. I didnt install or update anything on my computer yesterday, and it was working perfectly fine. I cannot run safe mode because I cannot get into the recovery screen, Ive tried tapping and holding F2, F6, F8, F10, F12, basically everything but it doesnt work. I hard-shutdown my pc during bootup and when i turnd it on it did get me to the windows error recovery screen, but my arrow keys didnt work, so im assuming my keyboard doesnt work during bootup. Im using a HP Pavilion windows 7 ultimate pc, what should I do?

Please try to access safe mode again by turning off your computer and as soon as it starts then continually press the F8 key until you get the recovery menu. If you cannot get that to work then try to force safe mode as follows: Let us know if you can get this far and if you keyboard works or not and then we can try some possible repairs.

1. Press the Power On/Off button to Start and Shut Down the computer as soon as you see the rotating loading circle
2.Repeat this 2-3 times to stat the Windows Recovery Environment.

Alright so I tried the F8 method, still doesn’t work. I repeated step 1 3 times and I got to the windows error recovery screen, like i mentioned, but I couldn’t select safe mode because none of the keys worked. (when say rotating loading circle i’m assuming you mean the windows 7 loading screen with the 4 dots bexause that’s the only one i get)

Do you know the make and model of your computer. Is it a laptop or desktop?

If you are using a wireless KB then it probably won't work on start up screen
You need either a USB Keyboard or if your computer supports it a PS Keyboard

All I can suggest is try plugging the Keyboard into a different USB port and then try to boot up.
I have seen a few occasions where a different port works.
One some lower spec computers, the USB ports built into the mother board at the back of the computer work under bios or safe mode / start up screen but top, front or additional USB ports don't as their driver needs to be loaded first and only works under windows

I tried all the usb ports on my computer, the front and back ports and still doesn’t work :/, am I running out of options besides bringing it to a store?

I’m wondering if a windows 7 installation disc would work? (if all else fails)

Does your computer have PS2 ports at the back. A computer that was built in 2003 like your computer was might still have one .
The ports look like this
https://www.computerhope.com/issues/ch001190.htm
If so get hold of a USB to PS2 converter from local computer shop
theyu look like this https://www.novatech.co.uk/products...=google&utm_medium=base&utm_campaign=products and should only cost $1 or $2

you might even have one in a drawer full of old bits and pieces
Unfortunately my pc does not have PS2 ports

OK wait to see what someone else suggests
it might well need a recovery / installation disc to do anything
