user select screen dialog box

    when i turn on my computer and it gets to the welcome page/user select screen on xp ver. 2600 sp2 a dialog box pops up. there is nothing in this dialog box but a yes button and a no button and the close button in the upper right is inactive. if i click yes or no it just brings me right back to the user select screen. it will not load explorer or let me into windows at all. the dialog box also has a big red circle with an x in it if that is any help. it will boot into safe mode and safe mode with command prompt but not with networkin support. I disabled everything in the network controllers and that didn't help. I have 2 nic's one is onboard the other is not. the one that is not cannot be uninstalled for some reason. is there a way to manually uninstall it from safe mode? could that even be my problem? any help on this matter would be great.
